Role of the Job

  • The Director of Human Resources and Administration oversees all aspects of human resources, administration and office administration with a focus on providing AFR staff and visitors with a conducive work environment and the material, logistical and administrative support needed to effectively achieve the organization’s goals.
  • With keen attention to detail and focus on customer care, the HR and Administration Manager leads his/her team to provide professional and responsive support services.
  • The job holder also provides important support services to the Board of Directors: working in conjunction with the Chairman, Company Secretary, CEO, COO, and Executive Assistant to ensure that administrative and logistical functions are linked and that the effective governance of the AFR is effectively implemented.
  • Reporting Line: The Center reports to the Chief of Operations (COO).
  • Supervising: Executive Assistant, Office Assistant and Receptionist, Transportation and Logistics Officer

Key Responsibilities

The HR and Administration Manager will be responsible for the following main tasks:
• Support the Operations Manager in managing human resources and physical assets in AFR. Ensure the development and implementation of effective policies, procedures and ways of working
• Ensure that AFR staff and key stakeholders are provided with administrative, logistical and office management support that will enhance their ability to achieve AFR goals and strategies
• Support the COO in ensuring good talent management practices for AFR so that the organization is provided with the right numbers of competent and well-motivated employees
• Work with the Executive Assistant to Support the COO and the Chief Executive Officer in ensuring the effective governance of the AFR, in particular by providing practical and logistical support in document management, legal files and meeting management
• Leadership in identifying risks related to HR and office management in AFR and developing and implementing risk management controls and practices
• Lead the team of staff and consultants in a way that enables them to add value to AFR and deliver high levels of performance
• And other duties as requested by the Chief of Operations

Education and qualifications

  • At least a Bachelor’s degree in a relevant field. Either a degree in human resource management, management or a related professional qualification (eg, a member of the Chartered Institute of Personnel and Development (CIPD) or other accrediting body)

Job experience and knowledge

• A minimum of 8 years’ experience, some at a supervisory level, in human resource management and management function;
• Proven experience in managing operational support across more than one core function (Human Resources, Administration, Office Support Services)
• Proven experience in managing HR processes (including recruitment, retention, motivation, etc.)
• Demonstrated experience in people management, performance, training and employee wellness management
• Experience working in donor-funded organizations or other multicultural organizations
• Excellent written and verbal communication. Preparing high quality documents and reports
• High-level interpersonal skills with genuine interest and empathy for others
• Demonstrate the ability to work collaboratively, as a team leader and team member. Build and maintain a positive work environment throughout the organization
• Fluency in English and Kinyarwanda required. Fluency in French is desirable
