You may be eligible for the Rental Assistance for Mississippians Program if you are a renter in Mississippi who has been unable to pay rent due to COVID-19 (RAMP). RAMP can help qualified renters with their rent and utilities for up to 15 months. The funds will be sent directly to the landlord and service providers on behalf of the tenants. Check to see whether you’re eligible.
The Rental Help for Mississippians Program (RAMP) provides rental assistance to low-income Mississippians who qualify. Qualified tenants must show that someone in their household is homeless or in need of shelter, fast rehousing, or other assistance related to homelessness, and that their household income is less than 50% of the area median income when applying for benefits.

Who is over the RAMP program Mississippi?
The RAMP-ERA Program will provide financial support to qualifying households who are unable to make timely rent and utility payments as a result of the COVID-19 epidemic. The Program, which is administered by Mississippi Home Corporation (“MHC”), received $186,696,633.80 for the state of Mississippi.
A renter household with a household income of at least 80% of the area median and at least one or more of the following people may be eligible for assistance with funds from the program.
As a result of COVID-19, you may be eligible for unemployment or have experienced a loss in household income, significant costs, or financial hardship; and you may be at danger of homelessness or housing instability.
RAMP-ERA REQUIRED DOCUMENTS
A complete application involves answers to all questions as well as the uploading of all necessary files. Processing delays and/or disqualification may come from an incomplete application. All necessary files must be uploaded at the same time.
For an application to be considered complete, the following documents must be submitted:
- Valid identification (state driver’s license, state identity card, or passport) that is current.
- The property address, rental amount, and rental dates, including any appropriate extensions, are all included in the lease/rental agreement or other paperwork showing the agreement between the landlord and renter.
In the absence of a lease agreement, the applicant may present the following papers to prove residency and rent amount:
Alternative forms of proof of residency:
- Utility payments for the rental unit must be documented; or
- Form for Landlord Documentation of Residence and Rental Obligation, signed by the landlord
- Documentation that can be used as an alternative to evidence of rent amount:
- Bank or credit card statements, check stubs, or other proof of a pattern of rent payment; or
- Form for Landlord Documentation of Residence and Rental Obligation Amount, signed by the landlord.
Supporting documentation for household income
- Copy of TANF, WIC, SSI, SNAP, Medicaid, or Head Start benefits determination letter; or
- A copy of the applicant’s household’s IRS Form 1040 for the year 2020; or
- Income documentation for each family member over the age of 18 for the last sixty days.
Documentation acceptable may include any of the following:
- Paystubs or other forms of wage or salary documentation;
- Documentation of earnings from a business or profession, including direct payments for services or self-employment, including for self-employed people.
- Statements from the bank
- Proof of unemployment benefits eligibility;
- a letter from the employer attesting to your income;
- regular receipts such as Social Security, annuities, insurance plans, retirement funds, pensions, disability or death benefits, and other similar recurring receipts
- Documentation of the benefits of government assistance;
- Payments for child support, alimony, or foster care must be documented.
- Form for Income Certification (for household members with no source of income, unverifiable income, or cash income); or Form for Income Certification (for household members with no source of income, unverifiable income, or cash income); or Form for Income Certification
- Self-Employment Income Certification Form
Evidence of Potential Homelessness or Housing Instability
- A past-due notice, an eviction notice, or another comparable notice from the landlord;
- Utility provider’s notice of delinquent or disconnection;
- Medical expenses must be verified before documentation of rent or utility payments can be provided.
- Evidence of a household’s reliance on credit cards or payday lenders to finance necessities; or
- Other considerations as specified on the completed Risk of Homelessness or Housing Instability Form by the applicant.
Documentation of monetary difficulty due to COVID-19
- If a member of the applicant’s family has received unemployment benefits, the Mississippi Department of Employment Security or another state unemployment agency must provide documentation.
- If a member of the applicant’s household has lost income, incurred significant costs, or endured extreme financial hardship as a result of COVID-19, the applicant must sign a written declaration attesting that one or more household members meet this criteria. This attestation is available within the application and requires the applicant’s electronic signature; if financial hardship is the cause for the attestation, no upload is required.

>Landlords have the option of registering as many tenants as they see fit. The Program will rate applications based on the Act’s requirements.
>If the application is made while the renter is still residing in the apartment. The tenant should not submit an application for future rent if the landlord and/or the tenant do not expect the renter to stay in the apartment.
>Because the Program application is electronic, no paper applications will be accepted. If this is not an option, applicants should call 1-888-725-0063 and ask to speak with an Application Access Specialist, who will contact them personally to provide assistance.
The renter will receive an email with instructions on how to finish the application when the landlord has submitted it. The renter must complete the tenant portion of the application in order for the request for assistance to be complete and considered.

Information needed for Ramp-era application
In general, the applicant must always supply the following information:
- The rental unit’s location
- The landlord’s name, address, SSN, and tax identification number, as well as the utility provider’s name, address, SSN, and tax identity number (if requesting utility assistance)
- Rent is due on a monthly basis.
- Due utility and residential energy bills, as well as the amount requested
- The number of unpaid rental arrears (if any)
- The number of months for which rent, utilities, and home energy bills are being asked
- The number of occupants and the household income
- Gender, race, and ethnicity of the applicant
Additional information may be asked depending on the conditions of the home.
You will be notified after a comprehensive review of your application and supporting materials. The length of time it takes will depend on the participation of your landlord and/or utility supplier, as well as the number of applicants.

Any written appeal must describe the specific reasons for the appeal and offer adequate supporting evidence relating to the circumstances of the original application that would cause MHC to reach a different conclusion in examining the original application.
Applicants may only appeal judgments based on the program’s qualifying requirements. Only if the applicant believes there was a review or calculation error, and the appeal is based on facts from the initial application, are appeals based on the amount awarded permitted.
All appeals filed within the specified time frame will be considered by the Programs Appeal Committee. All MHC appeal decisions are final and cannot be appealed either administratively or in court.

Based on variables collected from 2019 US Census Bureau data sets, the map below displays the Mississippi counties that have been identified as target counties for the purpose of speeding the ERA application validation process.
Because a higher proportion of their residents live below the state average, colored counties are in greater need of assistance than any other counties.
Applicants from these counties must provide their total family income and affirm that the information supplied is true and correct when asked on the application.
Applicants in these counties do not need to produce additional household income verification because of MHC’s fact-based proxy approach.
